Job Description and Duties

The Research Data Analyst II (RDA II) serves as a Business Intelligence Analyst and performs a wide range of data-related tasks. The RDA II works independently to manage and analyze data, develop reports, and create visualizations and dashboards that support decision-making across the Department of FISCal (FI$Cal). This position collaborates with teams throughout the department to identify trends, communicate insights, and respond to data inquiries from internal and external stakeholders. The RDA II plays a key role in supporting the Open FI$Cal transparency website by maintaining and expanding its data offerings. The analyst is expected to incorporate user feedback and continuously improve data products using an agile, iterative approach. The RDA II also assists with special projects, audits, and reports led by the Data Analytics Section and the Government Affairs Office. This work is essential to advancing FI$Cal’s mission and improving transparency and service to the people of California.

Working Conditions

At FI$Cal, we currently offer a remote-centered position with the flexibility of telework up to three days per week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.

This position requires prolonged sitting in an office-setting environment with the use of a personal computer. Employees must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. All staff must maintain regular, consistent, predictable attendance, maintain good working habits and adhere to all policies and procedures.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience using Power BI, R, or another business intelligence app to develop BI dashboards and reports

  • Experience with coding in Power BI DAX, R, Python, SQL, or related languages

  • Experience with complex statistical and/or data analysis

  • Experience with data mining in cloud, databases, or ERP systems and data cleaning

  • Experience with formulating conclusions and recommendations based on quantitative and qualitative data analysis

  • Experience with reporting writing based in statistical data research and analysis

  • Bachelor's degree

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) is required and must be submitted with your application. The SOQ serves as a documentation of each candidate’s ability to present information clearly and concisely in writing.

The SOQ must be typed in 12-point Arial font and be no more than 2 pages in length with correct grammar use, punctuation and spelling. Your SOQ must address the following:

1. What is your experience using data visualization and reporting tools (such as Power BI, Tableau, SQL) to transform raw data into actionable insights? You may include examples from professional roles, internships, or academic projects. Explain how your analysis informed decisions or improved understanding of the data.

2. Describe a time when you were tasked with analyzing a complex dataset. What methods and tools did you use, how did you ensure data accuracy, and what was the outcome?
